I made a high polygon frill.

Is it possible to bake on a flat ring?





I tried.
I failed.





What you're looking for is how to bake floaters, but keep in mind you're still under the limitations of a normal map which gives off the illusion of depth and this is limited. If you're looking at actually form geo you could look into vector displacement.
