Yes, we do support plugin creation and distribution. As a side note, we reserve the right to contact you, should we notice that the distribution may be detrimental to Substance brand or software. We are actually working on standard licensing terms for those API, that would help define how Allegorithmic supports usage and distribution of these plugin.
