Substance Painter - Technical Support - How can we activate Substance at a location with no internet?

We have a designer that is in a remote location with no internet. He is working on a desktop computer (not a laptop). He can drive into town and download files and then transfer them to his workstation. (He cannot connect his workstation to the internet.) If we purchase Substance for him how can he activate it?
