Yes there are Substance folks who answer questions. At this point, it may be after hours for them. I imagine that the virus notification is a false positive. You may have to disable the antivirus software. Have a look at this for other troubleshooting items too:

Do you have an environment in the Modo scene, this appears to be the reflection of that environment. I would assume that the environment is an HDR sphere. Is it? It appears that the orientation of that environment is incorrect.

Do you mean Substance Designer or Substance Painter?

Have you down graded the driver to 20.8 or 20.9 as suggested in the pinned thread?

It appears that you have an almost year old driver version, I suggest that you go to Nvidia.com and update your gpu driver.

You need to upload the log file, not Dxdiag.

Do you have more than 1 monitor and is SP starting on the Windows #1 monitor? That's a 'quirk' of SP.

Layer type - a Fill Layer, a Paint Layer?

Show a picture of your layers also show a picture of the UVs. And while you're at it, show a picture of the 'wires' for that area in Blender.

(Warning, I know very little about Blender, I don't use it.)

Stretching - What do your UVs look like? Are the UVs for that object uniformly sized? Or are they perhaps stretched on one direction?

What type of layer are the rivets created on?

I do aircraft and create a gray scale image in PS to import as a height map into SP.
