Just wanted to add my own +1 in frustration not getting the plugin to work in any version, having tried 2018.4.25f1, 2019.4.26f1, 2020.1.0f1, 2020.1.17f1, 2020.3.9f1.
All fail with many similar errors as OP posted above, in addition to "Unable to find assembly UnityEditor.CoreModule [..]", and "FormatException [..] ParseDouble[..]" for what seems to be import feedback for the substances.

The time variable has to be set in a shader somewhere. I think the substance plugin only uses the standard shader for its generated materials, so those don't support this shader feature, in short you need a shader that supports it and either a script that assigns it or a shader that implicitly uses the _Time built-in variable, in both cases the shader probably needs to know what texture to pan or what other feature to affect, so it'll most likely be a custom one that you have to write for your case.
What you could also do i think is set exposed substance parameters from code, but in this case the substance engine just regenerates the textures each update, so you'd have to use this sparingly as it will affect performance

I'm in the 4th group too. And i'm also wondering when this seemingly never ending beta will be over

as the title says i'm unable to download installers from my licenses page; the server responds with an expired (today) ssl certificate that i can't even ignore as a workaround due to the HSTS setting.

I wanted to create a reproduction project, but interestingly i wasn't even able to import the sbsar at all.
Attached is the sbsar and the log errors

(SD 2018.3.4, Unity 2018.4.0f1; newest plugin from the asset store)

And it still does unfortunately (It seems it tries to touch every prefab for some reason, it even modifies scenes on disk that don't even contain substances; it's as if it tries some kind of name-matching for assets). I hope allegorithmic can get it fixed soon. It's been in beta for far too long now.
