I can't answer your question directly but I can say that I have a graphics card with 32 GB vram and it will struggle with 4k when I reach a certain number of layers-which is really disappointing.

So I've had Painter since version 1.0 but it has never been an oft used tool in my toolbox. Namely because of performance issues on my old Mac Pro. Although it was fully loaded with the dual D700 cards-it just never felt like Painter was made for Mac and I shelved the app for quite some time and used Mari for my texturing instead(But Mari has its own set of issues).

Fast forward to today and I've purchased the new Mac Pro 2019 with the following specs:

macOS 10.15.7
3.3GHz 12-core CPU
64GB RAM
Pro Vega II 32GB vram
External m.2 raid drive - 2.5GB/s(scratch disk)

With my recent project, Painter performed well before later slowing down to a crawl. At this point, when I would simply hide or make visible a layer, I had to wait for Painter to process, which could take upwards of 20-30 seconds. Because of this I had to essentially end my texturing and call it finished before it was really done because I can't work with this kind of application lag.

My questions are, what exactly does Painter need to run to get 100% peak performance? Is this as good as it will run? Is it tuned better for a Windows environment? What do I need to improve the performance?

Just out of curiosity, does Painter see the Vega II duo as a single GPU or multiple? And if it sees multiple, does it use them both or just one?

Just purchased the mac pro and cintiq and wanted to get ahead of the known issues that painter may have with the hardware setup. glad to know there are few.

It appears the new Mac Pro 2019 isn't officially supported but I wanted to check if there are any known issues with it and the Radeon Pro Vega II card?

I don't have the application in front of me but I think if you click the button at the top right of the texture set palette you can drag and drop your texture sets around as well as delete them from there. You should be able to drag and drop the texture set you want to your model.

Its not just Painter that doesn't support touch, its many other applications as well. I purchased the Cintiq and paid extra for the touch capabilities but quickly discovered the lack of support for it. Some developers take advantage of it to some degree but just not enough to justify the added cost. So I simply disabled it and haven't turned it on in a couple of years.

I have a Intel HD5500 graphics card and still have the same issue.

Per Allegorithmic's Painter product page:

"Integrated GPUs are not recommended"

I would expect integrated GPU's that are in excess of three years of age are especially not supported.

In general, integrated GPU's are low end graphic solutions that just aren't good for doing this type of work.

I have a very powerful NVidia drive and it's brand new. Installed just yesterday.

I'm not sure what that means but if you haven't done so already, make sure you visit the Nvidia(or AMD) site and download the appropriate driver for your system:
