Can SP actually make a material except just simply drag and drop images and save as a preset? sometimes I want to adjust the roughness or height intensity a bit but I can't do it like in 3DCoat.

you can use the document channels like the Roughness/Glossiness and height to tweak a Material via slider, yes. Just enable the wanted channel in your brush properties.

sure, sorry about that. I have attached a screenshot for you.
In the Paint properties window you'll find the Brush/Stencil/Material Tabs. In the Material tab you'll get all document channels to tweak for that Layer or Material.
Right-Clicking empty space in the Properties - Paint window lets you create a Material preset.
