Hey, I have  a Roof Tile material

And as you can see it has tesselation.   I am using these material in unreal engine.... how do i export the texture with:
Base Color, Normals, OclussionRoughness   and    Tesselation/Displacement maps

I think it has to be black and white but i am not certain... Help?

No, one of the outputs of the substance is a Height, that's the one you want to use for displacement. It might not be generated by default and you may need to check it manually in the settings of the substance asset in Unreal.
