I dont know what to say... please watch the video..  ;D
It happens when I save the project without adding a emissive channel and reopen the project in Painter.

Are you able to reproduce this issue on any projects ?
What if you enable the emissive channel in the fill layer, click on regular layer, then go back to the fill, does the color selection appears at this moment in the tool properties ?
Don't forget your log file. It can be exported from the Help menu of the software.

glad you ask I made 2 videos but deside only to post one of them.
In this video I use a regulare fill layer. And no I can not reproduce this issue on all projects!
I did not really have an eye on that feature until today I try marmoset.

The only thing I know:
  • I created this project with the current version of Painter
  • I open the original project 1 day later and delete the paintings/textures and save it as blank project (with mesh and bakes)
  • I add a emissive channel ... issue happened.
