Hi, I went through the 2021 sub painter tutorial series and exported the textures and noticed the 5 decal was wobbly after exporting and I have no idea why

Textures align to the UVs. If the UVs are 'wobbly' (or distorted compared to the actual polygons), so is the texture. This is normal. It will look ok when you apply the texture to the object in your rendering app.

Well the texture looks bad and wobbly in blender, on the provided model

This is likely a triangulation issue. Make sure your triangulate the mesh before importing in Painter or export the mesh triangulated from Painter through the File menu.
