Baking at short distances is not accurate.
How can I succeed in a close bake?

I baked from high polygons to low polygons.

I don't see a cage file in your screenshot... Painter bakes one of two ways, cageless by adjusting the frontal and rear ray distance, and by using a cage. You're not using a cage, and if you were there would be a file there and you could produce the actual mesh file that represents your cage.
