What is the normal format of normal maps exported from Alchemist? OpenGL? Or DirectX?

Does it depend on the export preset selected? Let's say I export my maps using the Blender Cycles / Eevee preset, would normal maps be saved in OpenGL format as expected by Blender?

Hello,
If you're using a preset, the normal format is set according to the destination. So it will be OpenGL for Blender.
By default, if you're using Default (project workflow) preset, it will be DirectX.
