So, substance is a program used to create 3D textures. The substance website said that it was used by Nintendo, Sega, Disney, and other companies to create the existing video games and movies today. In the tutorials, it talks about how to design textures for surfaces, but it doesn't talk about how to create 3D objects such as character objects and inanimate objects such as fences. Aside from designing materials, is it actually possible to create 3D structures using substance?

No, currently the Substance toolset is dedicated to creating materials and textures.
