Do I need a displacement map?

You could probably plug a noise into the displacement channel and kind of imitate the look of (really spikey) fur, but achieving that really thin, fine fur look on your picture would be near impossible.

Painter is a texturing app. You should add the fur afterwards in your 3d rendering app of choice using 'real' fur shaders that you can control much better with guides ect.

An alternative would be to create fur geometry planes (e.g. ZBrush Fibermesh) and texture those in Painter using color + alpha map for transparencies.
