Is a  person who makes more than $10,000 annually eligible for the indi license?   I mean a freelancer/independent contractor/free artist  , not a company  or company employee.

Hi,

The indie license is for an individual, freelancer or company that is making less than 10K per fiscal year. So if the developer, individual, or company starts a project now and doesn't generate 10K by Dec 31st 2014, they can continue to use the Indie version. If they generate over 10K in 2015, then they have until Dec 31st 2015 to upgrade to Pro.
