this is from unreal engine. i have HDR in it, and disable sRGB.

this is from substance painter.

i have reflection capture too.

is there a way to fix this ? i google all the way, but didn't solve the problem.

The roughness may not necessarily be broken. UE4 has screen space reflections, which can alter the looks of shiny surfaces heavily, and the environment map used is very different in both cases. The only way to truly compare is to use the same environment map in both SP and UE4.
