Substance Painter has alot of photo editing like features, however, I don't see common paint/photo editing program selection and editing features for things such as the ability to select portions you may wish to change on a texture in the 2D view on a UV Map and/or in the 3D view, so you can copy and paste to new layer and position the pasted selection layer so for instance you can move an already painted portion like a decal, text, logo, or something else for further editing.

That way a seperate photo editor isn't required to perform this task, and the changes can be seen in 3D in realtime in the 3D viewer as things are being edited.
