Question about Substance Source

I recently purchased the substance indie pack and I am now looking at this substance live that gives me 30 free downloads a month. I'm a little confused, so I paid $200 for the indie pack and get no free downloads, I would have to pay $19.90 for 30 downloads, someone who just pays $19.90 gets the same programs I bought for 30 days and 30 downloads? That doesn't make sense, why would I pay the same amount for substance live as someone who doesn't own the software?
