I'm looking into something.
Is there a Allegorithmic program that works like photoshop? In the since were you can freely paint, but the painted texture is still resolution-free

The software which is the closest to the Photoshop workflow would be Substance Painter, in which you can paint in 3D & 2D.

Yes
There are brushes, layers, post/pre effects, you can use a tablet... and you can do a LOT more, as it's really dedicated to texturing.
