All maps bake with stretching on the outsides.

At looking at other Normal maps and those included I'm sure this isn't ideal. When after baking the uv's that been placed are perfect but the rest like odd and bad. I think it's not suppose to look like this regardless. Pointers please.

It's ok. It's padding. Painter creates it when you exporting maps. You can disable it. But better to keep it. It fills outside of UV Islands with same color to reduce chance of bleeding and issues on the UV edges.
