Tried all that. No effect.
Uninstalled everything to do with MODO and Allegorithmic programs. After reinstalling MODO first, and running it once, then Substance Painter 2 (and run it), Substance Designer 6 (and run it), B2M3 (and run it), then I installed the latest MODO Plugin driver...and...this is where it gets interesting...
During the install run (as Admin, for everything btw)...it starts, gets about 1/4 of the way done (blue progress bar), then it *looks* like it just decides that it's done and tells me everything installed fine. Looking in MODO, under System --> Kit Toggle Enable....there is no Substance to be found.
(Oh, and yeah, I did remove the .cfg and replace it with the above one; I'm also installing everything on my E:\ drive; I have an Allegorithmic folder and a Luxology folder where the programs are being installed to; this is a physical drive on this box, not a network one).
NOTE: One thing I did find out, this crappy computer has a pos video card which I *think* doesn't measure up; it's a 2GB R7 340...shouldn't stop installation though, just running...correct? I mean, It gives me the "This GPU might not be good enough..." when I launch Painter, but it still works good enough for learning at least. My new rig will be here in about three weeks or so...so I'm stuck with this pos temp for a while.

Thanks for any/all help. I know how frustrating tech work can be (been there, done that...a long time ago). Freaking Windows OS...I swear trying to troubleshoot is like trying to paint Starry Night, on the side of a horse, with your tongue, in the dark, upside down, while drunk.
