Hi,

I started a new project and uploaded a .fbx file but Substance Painter crashed. It says:
[GPUIssuesCheck] The current TDR (GPU hang recovery) delay is low: 2s.
   Substance Painter can be interrupted by the OS when doing a long computation.

So I tried increasing the TDR delay by adding registry entry. After that, when starting a new project, it says Substance Painter has been blocked from accessing graphics hardware.

Can you help me?

I have Intel HD Graphics 520 GPU, Intel i5 6200 @ 2.3 GHz CPU.

Hey, the Intel graphic chips are not supported by Substance Painter (too weak).
That's why changing this value won't change anything.
