I make a substance but it seems to be flat, how to fix it?

You need the normal map correct to give it depth

How I do it? the 2d preview in image is what I turn into normal

Ramp up the intensity value in the normal node.

Here you go file attached.
I used normal first then normal combined.
Also inserted normal invert, so you see the normal map direction inverted.
